Challenge: Inform the U.S.'s largest system of postsecondary education on implementing transfer policy.
Opportunity: Developed a comprehensive assessment by consulting 100 leaders across California and nationwide, highlighting the benefits of streamlined transfer processes and the potential of AI to enhance course equivalencies, making transfer pathways more equitable and accessible for all students.
Women's Digital Financial Inclusion Advocacy Hub

Challenge: Develop a strategic partnerships plan for a global advocacy hub supporting local coalition building.
Opportunity: Partnered with global development entities to craft impactful calls to action, enhancing data use for women entrepreneurs' access to digital financial services, and recruiting new members to support local coalitions.

Aspen-AASCU Transfer Student Success Intensive

Challenge: Engage and develop the relationships and practices of institutions and leaders at community colleges and universities to improve transfer processes.
Opportunity: Facilitated leaders in determining and committing to practices that engage pathways between K-12 and workforce partners, and identified key metrics to measure transfer outcomes.
Supporting California's Education Governance
Challenge: Inform strategy and support for California's regional education governance, overseeing a budget of $97.2 billion across 58 county offices.
Opportunity: Conducted extensive interviews, developed recommendations to strengthen education governance, enhance equity, and improve students' outcomes in math, science, college and career.

Sheila Miller Rivera
Principal

Sheila Miller Rivera is the founder of Lanthropic, a strategic consultancy that helps organizations— including corporations, foundations, and nonprofits— leverage philanthropy and data-driven systems design to address global challenges such as education, climate action, inclusive finance, and economic empowerment. With over 20 years of experience across more than 20 countries, Sheila specializes in building strategic alliances, advising on social impact strategy, and operationalizing impactful initiatives that align with measurable results. As Senior Policy Advisor to Melinda French Gates at the Bill & Melinda Gates Foundation, Sheila shaped global initiatives in inclusive finance and educational equity, influencing G20 and G7 policies. She also led U.S.-based coalitions focused on K-12, postsecondary, and workforce policy reform, and continues to advise on education policy and reform. Sheila works with corporations and foundations to redesign social impact strategies, integrate data-driven evaluation systems, and align philanthropy with business goals. Her recent work includes building participatory, AI-enabled grantmaking frameworks and leading strategy refreshes for Fortune 500 foundations. Additionally, she advises on climate adaptation and clean energy strategies, bringing expertise from major collaboratives like the Better Than Cash Alliance. Sheila serves on the Board of the University of Oregon College of Education and holds a Master of Public Policy from Georgetown University, an international business certificate from Oxford, and dual bachelor’s degrees from the University of Oregon. Outside of work, Sheila practices mindfulness and yoga, leads her children’s scouting troop, and has officiated weddings in Seattle and Peru.
